Docks a Blish City with a planet.
Usage: ALLOCATE cityname TO planetname Parameters: 'cityname' is the name of the city you want to dock. 'Planetname' is the destination planet.
Example: allocate nutbush city to church house
Restrictions: Plutocrats only. The planet must be in the same star system as the Blish city.
